Many of today s governments are still thinking too small about information technology, looking narrowly and viewing IT as 'the problem'. This attitude diverts attention from how the use of technology can shape organisational strategies. In its early years, IT was itself the problem due its high cost, difficulty of use, and could be applied only to high-volume, highly structured processes such as accounting.
