Historically, an effective postal system has been crucial to a modern country to disseminate information, encourage the growth of small businesses, and unify geographically distant people. "People feel that access to a post office is a basic need they have a right to, even if they don't use it every day or have complaints about it," says Juan Ianni, World Bank Senior Postal Policy Specialist. Despite attachments to tradition, the postal sector is on the verge of significant reform and modernization.
