Navigating PM Permitting A Leachate Evaporator Case Study

Regardless of if a project is in an attainment area or a nonattainment area, early coordination is key to moving the permit along quickly. The already low PM_(2.5) NAAQS poses challenges to permitting a project proposing to install PM emitting equipment. An even lower PM_(2.5) NAAQS will make it even more challenging and cost prohibitive for large landfills to install a leachate evaporator.
