A Western Utility Perspective on the Second Round of Regional Haze Planning

Western utilities are responding to a broad range of economic and policy factors driving decisions about resource choices that are in turn driving significant emissions reductions from western EGUs. As this continues to occur, utilities are ever mindful of their fundamental responsibility to provide safe, reliable, and affordable electricity to their customers. The visibility protection program was predicated on the notion that carefully considered judgments are required to ensure that investments in visibility protection are made wisely. With the development and availability of more discerning technical tools, states will be better positioned to make these judgments.
