The news following a joint Cabinet meeting of the Quebec and Ontario governments has raised hopes among environmentalists that Ontario may be prepared to put a price on carbon. A news release from Ontario Premier Kathleen Wynne's office noted that the two provinces had "signed an agreement to fight climate change and build a stronger and more competitive low-carbon economy" and had agreed to "collaborate to ensure that their efforts to fight climate change and safeguard our environment for future generations are complementary." Quebec has among the strongest packages of carbon control legislation in Canada, combining a modest carbon tax with participation with California in the Western Climate Initiative's cap-and-trade system.
