For a brief moment last year it appeared as if Christmas had come early for incandescent advocates. On December 15, both Houses of Congress passed the Federal Energy and Water Appropriations Act, which included a rider that cuts DOE funds to enforce the provisions of the Energy Independence and Security Act of 2007 that regulate incandescent lamps. EISA critics cheered the new stipulation, which appeared to effectively reverse the so-called incandescent ban, while supporters grumbled.
