In my last column, I spoke about a proposed energy bill, S.761, The Energy Savings and Industrial Competitiveness Act of 2013 (this Congress' version of the last Congress' S.1000). I received some feedback asking for a more detailed explanation of the voluntary nature of adoption of building codes by the states. While I have answered these questions directly, there might be other readers with the same questions, so I would like to elaborate and clarify this issue.
