Once a week or so when the weather is good, Neil Patel, a mortgage banker, leaves his desk at Ohio Savings Bank in downtown Cleveland in search of urban bliss. He doesn't have to go far. Ralph J. Perk Plaza, an inviting refuge just over an acre in size, is directly behind Patel's building. Redesigned three years ago by Thomas Balsley, FASLA, the park features crisp geometries, plenty of sun and shade, dear sight lines that make people feel safe, and a wide variety of seating that accommodates lounging, sunbathing, picnicking, or people watching.
