After weathering the most expensive highway construction project in Tennessee's history, many Knoxville residents are thrilled to be driving on the new interchanges of Interstates 40 and 75. This massive project, dubbed SmartFIX40, took four phases and several years to complete. It even required the busy downtown stretch of I-40 to be completely shut down for 14 months. During this period, the local media was filled with coverage of SmartFIX40, and the Tennessee Department of Transportation (TDOT) underwent huge public relations efforts to keep people informed and, not to mention, patient throughout the process.
