A gradual long-term change seems to be occurring in the roles of the public and private sectors in relation to the provision of public infrastructure, according to Gerrit Blom, former Director-General of Public Works and Water Management of the Netherlands, now advisor at this Directorate-General and chairman of the NEDECO advisory council. Evaluations of this process will vary according to the point of view of the observer.
