HSR is not currently a commercial proposition except in very exceptional cases and the conditions that make for these exceptions hardly exist in the US. This does not mean that there should be no HSR investment, or that circumstances may not significantly change in some unforeseen way in the future, but it does suggest that investments should be carefully targeted and tailored to circumstances.
