European Transport Policy 60 Years On

A Common Transport Policy for the European Union was specified in the Treaty of Rome, but with no real indication of its focus or detail. The CTP continues to be something of an enigma, despite frequent refreshes and critical reviews. This paper shows how the changing emphasis on regulation and competition, and a focus on creating Trans-European Networks through major infrastructure projects, failed to deliver. Criticisms of the CTP in its early days remain valid today, with a failure to provide a consensus on appropriate pricing, modal split, or the balance between building infrastructure, and managing and allocating capacity on it.
