Among the most familiar images found in books recounting the European aspect of World War Ⅱ are those depicting Franklin Roosevelt and Winston Churchill (and sometimes Joseph Stalin) in attendance at one of the strategic conferences convened to chart the course of the war. Seated in armchairs and engaged in conversation, the political leaders are clearly the target of the photographer's camera. But also usually seen behind them is a phalanx of high-ranking members of the armed forces, distinguished in appearance and clad in uniforms resplendent with braid and rows of ribbons. Found often among those in such pictures are the members of the Combined Chiefs of Staff (CCS), the principal military advisory body for the American and British heads of state.
