Cities for People, Not for Profit: Critical Urban Theory and the Right to the City,

Henri Lefebvre formulated the idea of "the right to the city." David Harvey says, "the right to the city is far more than a matter of individual liberty to access urban resources: it is a right to change ourselves by changing the city" (2008, p. 23). Unlike existing concepts of social change that do not fundamentally challenge the hegemonic neoliberal world order, it is seen as having the capacity to engage, challenge, and change the existing order in which the rights of private property and profit maximization trump all other notions of rights.
