Open access (on-track) competition is becoming more popular across Europe and there are now multiple examples of implementation. These instances can now be used to evaluate under what circumstances such competition can be beneficial. This paper synthesises the evidence presented in this special issue and presented at a complementary workshop in March 2019, Brno, Czech Republic. The papers in this special issue concerns the economics and policy of introducing on-track competition in rail passenger services. This is an important area in railway research and policy due to efforts to encourage on-track competition - also known as Open Access (OA) competition - such as through the Fourth Railway Package of the European Union. The special issue consists of following papers:
