The Planning and Compulsory Purchase Act 2004 (the 2004 Act) introduced a wholly new system of development plans. For any area in England outside Greater London the development plan became (1) the regional spatial strategy (RSS) for the region in which the area was situated, and (2) the development plan documents (DPDs), which included the local development frameworks (LDFs), which had been adopted or approved in relation to that area. The Staffordshire and Stoke-on-Trent Structure Plan (the Structure Plan) was adopted in 2001 and covered the period between 1996 and 2011. Policy H1 in the Structure Plan dealt with "Housing Provision". It stated that "sufficient land should be allocated to enable 51,800 dwellings to be completed 1996-2011, to be located as follows …". Lichfield was allocated 7,800 dwellings.
