The appellant ("T") appealed against a decision of a planning inspector of the respondent secretary of state upholding an enforcement notice. A local planning authority had issued an enforcement notice in respect of external developments to T's property, alleging a breach of planning control. T appealed the enforcement notice. She received a letter from a planning inspector stating that an accompanied site visit, with representatives of both parties, would be undertaken on a specified date and that if she failed to attend the site visit might proceed in her absence. It further stated that if one of the parties failed to attend, the inspector would determine the most suitable course of action, which might mean that he would conduct an unaccompanied site visit or abort it.
