According to the official release of Toups Technology Licensing (TTL), a public company in Largo, Florida (tel. 727-548-0918), the independent chain of testing laboratories Motorfuelers, Inc. (tel. 727-572-9762), has released a written and signed certification (reproduced in Fig. 5 below) that Santilli's PlasmaArcFlow~TM Reactor is 2.78 times over-unity as calculated from the production of the new, clean, combustible MagneGas~TM with anomalous chemical composition and energy content (see Paper V of Ref. [1]), plus Heat.
