The Outline of Japan Clean Air Program (JCAP)

Japanese automobile exhaust emission regulations seem to be some of the most stringent regulations in the world. However, targeted air quality standards still have not been attained in certain areas such as urban roadsides. As a result, more stringent exhaust emission regulation is required to meet the required standards. The Japan Petroleum Energy Center has been working on a program for "development of automobile and fuel technologies for air quality improvement" called the Japan Clean Air Program (JCAP) as a subsidy of the Ministry of Economy, Trade and Industry. This program started from FY 1997 with the cooperation of the Petroleum Association of Japan (PAJ) and the Japan Automobile Manufacturers Association 0AMA). In JCAP, to make contributions of fuel technologies on the exhaust emissions to technology developments for environmental load reduction that may be reasonably attainable, and to clari- fy future technologies for medium and long term development are the goals. Schematics of the JCAP research study and its objectives are shown in Fig. 1. In this presentation, I would like to describe the JCAP activities and the results obtained during last five-years (FY-1997 to FY-2001). Also I would like to show the outline of the next five-year program (JCAP II) launched in FY-2002.
