Is there such a thing as network neutrality when it comes to access to the Internet? Or do access providers that bundle enhanced IP services to their Internet access products (aka double-play or triple-play), treat them better than the others? What about the threat of disintermediation - the substitution of their products by Internet-based services? Here, alternatives are examined - including a) forcing a distinction between the "managed service" and the 'Internet' part of access packages, and b) the building of collaboration platforms between access providers, online service providers, content providers and users. Network neutrality is one of the hot topics in the telecommunication space today, but it has existed in different forms for decades.
