摘要

The wind power is one of the new potential sources of energy at present in the world, lots of countries started to boost wind power industry by taking various measures. Among them, policy plays a vital role to promote the rapid development of the wind power. In this paper, based on discussing the content and characteristics of wind power development policies, an input output style performance evaluation index system including qualitative and quantitative indexes is founded, and then the performance evaluation process based on fuzzy super Data Envelop Analysis (DEA) is formed. This method first uses the L-R fuzzy numerals to convert the qualitative linguistic to fuzzy numbers, and combines the super DEA with the model based on the level set to set up the fuzzy-super-DEA model. At last, performance evaluation of twelve countries' wind power development policies is done. The evaluation results are instructive to design the wind power policies.
