The public housing sector is faced with an ever-increasing problem: as budget constraints reduce funding for housing authorities (HAs), how can HAs continue to serve a growing public demand for affordable housing? In other words, how can we do more with less? One solution is an industrial engineering philosophy called Lean Thinking. This way of thought was brought into being and popularized by a team of engineers working at Toyota.
