In 2008, the District of Columbia Housing Authority (DCHA) and with other public housing authorities (PHAs) participated in the newly established Veterans Affairs Supportive Housing (VASH) program. DCHA was faced with the challenge of getting vouchers issued with the ultimate goal of housing veterans in a timely manner. Tapping into the success of an existing local permanent supportive housing model for the homeless based on effective collaborations with local agencies, DCHA employed a combination of lessons learned and identified program efficiencies to establish the DCHA-VASH Rapid Housing Model.
