From November 29 to December 18 last year, the Oakland (Calif.) Housing Authority (OHA) recently hosted a delegation from the Municipal Government of the City of Tsingtao, China. The visit was arranged by the U.S.-China Exchange Council, a nonprofit organization dedicated to exchanging activities between the U.S. and China. The Chinese delegation consisted of 20 senior officials from various departments and offices of the Tsingtao government; they came to learn how the U.S. government and organizations provide public services, especially to people in need. In Washington, D.C., New York and the San Francisco Bay Area, the delegation met with city and county government human services offices and organizations that serve homeless and low-income families.
