FAA Responds to JHMT's Questions On Enforcement,Regulatory Authority, and Operational Procedures:A Discussion with Chris Glasow, Director,FAA Office of Hazardous Materials (ADG-1): Part 1
1. a. What are your primary objectives for the FAA hazmat enforcement program? Do you have any plans of redirecting the program or taking approaches that differ from the standard operating procedures to date? Our primary objective is aviation safety. The Secretary of Transportation has delegated to the FAA the authority to investigate and enforce the air-mode aspects of the hazardous materials regulations (HMR). In carrying out this authority, we are using the traditional compliance and enforcement tools. As an agency, the FAA is moving in the direction of risk-based and safety management system approaches to aviation safety. We are studying these new approaches for the purpose of developing methodology and procedures, which could be incorporated into our overall aviation safety strategy. Also, the recent reorganization that has resulted in aligning our seven Regional Offices into a reporting structure that consists of three Joint Offices is expected to provide a greater level of standardization, which will result in more consistency in our national efforts.
