PHMSA Issues Safety Advisory on Heating Rail Tank Cars for Unloading or Transloading

On July 12, 2013, the Pipeline and Hazardous Materials Safety Administration (PHMSA) issued a safety advisory notice in the Federal Register (Notice No. 13-6; 78 FR 41853). The notice provides safety precautions and recommended practices for persons responsible for heating rail tank cars containing solidified or viscous hazardous materials, in preparation for unloading or transloading. It also outlines the applicable regulatory requirements for such operations under PHMSA's Hazardous Materials Regulations (HMR; 49 CFR Parts 171-180), the Occupational Safety and Health Administration's (OSHA's) Process Safety Management (PSM) standards in 29 CFR 1910.119 and Hazardous Waste Operations and Emergency Response (HAZWOPER) standards in 29 CFR 1910.120, and the Environmental Protection Administration's (EPA's) Chemical Accident Prevention standards in 40 CFR Part 68.
