HM-241 Proposes to Adopt 2013 ASME Section Ⅻ and National Board Inspection Code for Certain Transport Tanks

On December 30, 2013, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published a notice of proposed rulemaking (NPRM) in the Federal Register (PHMSA-2010-0019; HM-241) proposing to amend provisions of the Hazardous Materials Regulations (HMR) applicable to the manufacture, certification and continuing qualification and maintenance of cargo tank motor vehicles (CTMVs), cryogenic portable tanks and multi-unit tank car tanks (ton tanks). PHMSA proposes to allow the use of the 2013 edition of the American Society of Mechanical Engineers' (ASME's) Boiler and Pressure Vessel Code (BPVC), Section Ⅻ, for design, construction and certification of these tanks. PHMSA also proposes to authorize use of the 2013 edition of the National Board of Boiler and Pressure Vessel Inspectors' National Board Inspection Code (NBIC), for the continuing qualification and maintenance of tanks constructed to ASME's Section Ⅻ and existing CTMVs and portable tanks constructed to ASME's Section Ⅷ, Division 1.
