The Department of Transportation has been involved in emergency response training and education since 1973. Now Congress is throwing another federal agency into the mix adding another layer of bureaucracy. Senate Bill 546, the Response Act of 2016, modifies the Homeland Security Act of 2002 to create a temporary subcommittee under the Federal Emergency Management Agency's National Advisory Council (FEMA NAC). The Bill is designed to improve availability of training to emergency responders, update training content about incidents involving hazardous materials on railroads, and develop strategies for using relevant data.
