As you know from HazMat Alert 2017-05, the notification we sent readers on January 24 - the pre-publication version of final rule HM-215N - never made it to the Federal Register as a final rule because PHMSA was compelled to withdraw it by the new administration's regulatory freeze. While the intentions of those responsible for the decision seem to take aim at reducing industry's regulatory burden, they ought to be careful so as not to complicate domestic and international trade, while at the same time creating confusion among shippers and cargo acceptance personnel. Hopefully the new Secretary of Transportation will see this and take action.
