In the wake of the longest partial shutdown of the Federal Government, the President released his Fiscal Year (FY) 2020 budget request (BR) on March 11, 2019, five weeks later than required by law. The BR proposed major reductions to domestic spending, including an 11 percent reduction in budget authority for the Department of Transportation (DOT). DOT's top line funding reduction impacted all but two modal administrations and the Office of the Secretary. Funding for the Office of Hazardous Materials Safety (OHMS) within DOT's Pipeline and Hazardous Materials Safety Administration (PHMSA) is on the chopping block for a 9 percent cut, this on the heels of the 2 percent cut it sustained when Congress finalized the agency's FY 2019 appropriation earlier this year.
