PHMSA Issues HM-251B Final Rule for Oil Spill Response Plans and Information Sharing for High-Hazard Flammable Trains

On February 14, 2019, the Pipeline and Hazardous Materials Safety Administration (PHMSA) issued a final rule to address requirements of the Hazardous Materials Regulations (HMR) for oil spill response planning and information sharing for high-hazard flammable trains. The HM-251B final rule, titled Hazardous Materials: Oil Spill Response Plans and Information Sharing for High-Hazard Flammable Trains, was developed in coordination with the Federal Railroad Administration (FRA) and is intended to improve oil spill response readiness and mitigate effects of rail accidents and incidents involving petroleum oil and high-hazard flammable trains (HHFTs). The Final Rule was published in the Federal Register on February 28, 2019.
