STUDY OF KEY FACTORS INFLUENCING LOW CARBON URBAN ENVIRONMENTAL PLANNING STRATEGY

Climate change and its effects are now a global challenge faced by everyone. To address climate change, many countries had studied into and set out strategies from energy-saving to reduction of greenhouse gas emissions. Since the 20th century, social economy had made remarkable progress, and work opportunities and business activities were mostly centered along urban areas, leading population to flow into cities - a low density expansion which was termed "urban sprawl". Whereas the concept of low carbon city was put forward amid the balancing of environment preservation against economy development, it was a wish of many administrations to achieve sustainable development whilst fulfilling environmental preservation. Once consumption and shocks to environment are reduced, the tension between economy development and environmental protection will be offered with solutions. In this research, it mainly engages residents of Shaanxi Province for questionnaire and survey. During the process, questionnaires sent out totalled 500, and 433 effective ones were collected back, accounting for 87% of the total. According to research result: (i) In hierarchy 2 evaluating construct, the most valued construct was low carbon life, following that respectively are: energy index, building and environment, green transportation, resource recycling; (ii) Among 20 evaluation indexes, the most valued 5 indexes are: low carbon education initiative, renewable resources, carbon management and promotion, greening area ratio, low carbon transportation means. Lastly, in light of research results, certain advices were put forward in the hope of assisting and guiding cities to set out appropriate environment planning strategy, and to advance towards the goal of low carbon and sustainable development.
