Enforcing Pollution Control Regulation-Strengthening Sanctions and Improving Deterrence

A substantial and ever-burgeoning body of academic literature has been produced in the area of regulatory reform both generally and in the environmental context. Abbot is therefore faced with the difficult challenge of finding something new (and significant) to say. To this end, it is contended that a law and economics approach is able to provide significant insights into the enforcement of pollution control regulation. With some notable exceptions notwithstanding, not least the scholarship of Ogus (a contemporary of Abbot at Manchester University), economic analysis of law is relatively underdeveloped in the UK.
