This particular focus is natural as the book represents the result of a study commissioned jointly by the European Central Bank (ECB) and the Bank for International Settlements (BIS), both of which had granted the author full access to their respective archives. It is thus not surprising that Harold James can provide a wealth of new details on the workings of the Committee of Governors and the Delors Committee.
