The Australian electricity sector has undergone significant structural change propelled by three interrelated layers of policies and actions, implemented by the state, which transcend electricity-centric changes and encompass policies now systemic to the Australian public sector as well as a third layer which has transformed the prevailing industrial paradigm. Neoliberalism's virtues of the market, competition and less government intervention are imbued in this policy framework.
