This paper presents the results of measuring emission factors on one exposed surface and three unpaved roads in Hsin Chu Taiwan. Control efficiencies of watering and vehicle speed control were also investigated. For the exposed surface, the emission factors of TSP increased with an increasing average wind speed (V_w, m/s) and silt content of unpaved roads (s, %), but were inversely affected by the moisture content of the road dust (M, % ). For the unpaved roads, the emission factors also increased with an increasing number of vehicles (Nv, #/hr) and the speed (V_v, km/hr) of those vehicles. By the multi-variable regression technique, the emission factors on the exposed surface can be predicted to be e (g/m~2-day) = 5.01 X 10~(-3) V_w~(2.05)s M~(-0.985) (R~2 = 0.86), and those on the unpaved roads e (g/m~2-day) = 8.72 X 10~(-3)X V_w~(0.64)X s~(0.19) X M~(0.05) X V_v~(1.32) X N_v~(1.11)(R~2 = 0.96). In the total reentrained dust from the unpaved roads, the fractions of PM_(10) and PM2.5 in the TSP were found to be 22.01 +- 9.89% and 2.51+-0.90%, respectively. In the experiment on control of fugitive dust by watering, the efficiency was found to be 63.8 +- 1.4 % for the unpaved roads without traffic, and 60.1 +- 34.9 % for the unpaved roads with traffic. The experiment on the effect of vehicle speed control indicates that the emission factor is directly proportional to the square of the vehicle traveling speed.
