TELEDEMOCRACY IN LOCAL GOVERNMENT

Since the 1980s, there has been concern in Norway for the efficiency and effectiveness of local government and the high turnover among local politicians. The task load of municipalities has increased substantially, with added responsibilities for items such as environmental protection, refugee logistics, business support, and educational reforms. Scarce economic resources and a complicated financing system place a heavy decision-making load on local councilors and administrative officers. This is especially true for the rank-and-file councilors, who expect to have the final say in important issues. Their work is exacerbated because they perform their duties outside of normal working hours.
