Significant progress has been made in working towards implementation of cost effective satellite communication infrastructure able to provide capability needed for provision of full 4D services. The critical elements required in terms of technology development and standardization are developing according to expectations for timely implementation of such services in Europe. A publicly available communication standard has been developed that has the ambition of being introduced at ICAO level to constitute a global standard for ATM communications via Satcom. This standard emphasizes openness, interoperability, and low user costs, particularly with respect to user terminals, while providing the high performances needed to enable full 4D trajectory management operations. Compatible user terminal development has been identified as being on the critical path for implementation of such a service due to the time required for development and certification. Therefore, user terminal development work is underway, including development of a MOPS standard that is intended to be introduced at EUROCAE level in the near future. System design work has been carried out in support of verification and validation of requirements and such that cost effective European infrastructure can be deployed in line with verification, validation, certification and operational needs.
