As Good As It Gets? Managing Risks of Cardiovascular Disease in California's Top-Performing Physician Organizations

In spite of California's mature managed care market and multiple quality improvement (QI) initiatives aimed at improving core Healthcare Effectiveness Data Information Set (HEDIS) chronic disease care measures, California's HEDIS rankings for commercially insured patients are low compared to the best health plans in the nation. The California Right Care Initiative (RCI), a multistakeholder coalition of physician organizations, health plans, experts, patient advocates, and government, was established in 2007 to accelerate the adoption of evidence-based guidelines and improved care management practices for conditions for which the gap between science and practice is significant, resulting in preventable disability and death. Improving the management of diabetes and cardiovascular risks among patients were collectively identified by RCI stakeholders as significant opportunities for improving the overall health of Californians and for reducing racial and ethnic disparities in acute myocardial infarction and stroke outcomes.
