Commanders have always needed to be able to conduct their business while away from their headquarters (HQ), and the HQ itself has in turn always needed to continue to exercise its functions while changing location. In the past this has led either to the minimalist solution for the commander, in that he had to manage with a map and minimal voice communications; or the duplicate solution for the HQ, where the key elements of the organisation were replicated, enabling them to be set up in the new location and to take control before the remainder moved.
