Two incidents in June suggested that Western intelligence agencies may be increasing their efforts to penetrate Russian infrastructure targets. First, on 15 June, The New York Times reported that the US had prepositioned malicious code in the Russian electricity grid as part of a more aggressive 'forward defence' cyber strategy. Then, on 27 June, Reuters cited four unnamed sources to report that "hackers working for Western intelligence agencies" had penetrated the Russian search engine Yandex between October and November 2018, "deploying a rare type of malware... to spy on user accounts".
