This centres on claims from a leaked report that the country's foreign intelligence agency, the Bundesnachrichten-dienst (BND), had undertaken surveillance operations against domestic and foreign targets on behalf of the US National Security Agency (NSA). The claim that Germany has allegedly been spying on behalf of the United States has caused public outrage, especially since Merkel had previously criticised the US for supposedly targeting her mobile phone and carrying out espionage against the German government, as suggested by former NSA contractor Edward Snowden in 2013.
