A global initiative is under way to create a web of security checks on cargo, reducing the need for airports to undertake their own screening. The International Civil Aviation Organization (ICAO) is working with the World Customs Organization (WCO) and the International Maritime Organization (IMO) to secure the entire distribution chain. This could see customs officials from the exporting country taking responsibility for clearing cargo before the goods are transferred to an aircraft or ship. The WCO is expected to release guidelines in June, having consulted the EU and US Department of Homeland Security.
