A stochastic simulation model was developed to generate probability distributions for queue lengths that are used to determine storage requirements for approach lanes at signalized inter- sections. Realistic median and upper percentile values in vehicle units are a function of cycle length, lane volume and effective green time. These queuing distances are applicable for any movement for which no opposing vehicles are involved. In addition to the sizing of the storage lengths for special-turn lanes, the necessary clearance between the intersection and the nearest driveway on the approach can be selected to reduce the chance of driveway blockage by queuing vehicles. However, these design values are not applicable for special-turning lanes with no separate-phase control that allow conflicting movements.
