1. Valery Timofeev, Director of ITU's Radiocommuni-cation Bureau, moderated the session on "Adapting to climate change: The role of emergency telecommunications". Through work in all Sectors, ITU offers guidance on the legal, technical and operational bases for emergency communications, he said. The work of the Radiocommu-nication Sector (ITU-R) is especially important in facilitating the use of radio technologies and equipment (such as satellite-based sensors) for prediction, detection and mitigation of the negative effects of climate change, including natural disasters. ITU has developed standards for signalling protocols to transmit warnings simultaneously through different types of wired and wireless networks. A database is being created of radio frequencies used in each country for emergency communications, as well as information to help prevent delays being caused to rescue teams or equipment seeking to enter a disaster zone in a foreign country.
