A fundamental mission of ITU is to help spread equitable, sustainable and affordable access to telecommunications and to information and communication technologies (ICT) as a means of stimulating broader social and economic development. How has your experience prepared you for this mission in the years ahead, and what are your expectations?rnHector Olavarria-Tapia: As the person responsi-ble for establishing telecommunication policy in Mexico, one of my main concerns has been to boost telecommunication service penetration and facilitate the use of ICT among broader segments of the population. I am convinced that this is a decisive factor in the country's economic and social development.
