One issue that has simply not been addressed with any perforce at international fora is that of smuggling of sugar. At regional conferences, yes there have been discussions of this issue and its damaging impact. One recent example being the 4th Sugar Outlook Africa conference in Kenya last April. It is not too surprising why this issue does not get a look in at international events - the suspects and the victims are sitting in the same hall. The issue certainly deserves more scrutiny. Some analysts in the industry euphemistically describe the smuggling market as "unrecorded disappearance", which FO Licht estimates, perhaps conservatively, at around one million tonnes.
