摘要

During the First World War industrial warfare was introduced with all its unspeakable atrocities. With respect to these events, the International Committee of Military Medicine (ICMM), an international association on military medicine, was founded under the patronage of the King of Belgium, King Albert I, as well as Brazil, France, U.K., Italy, Switzerland, and the USA. Today, ICMM has 90 member countries and is a recognised body for military medicine by the WHO (World Health Organisation/UN). The aim is the establishment of a platform for communication among the category of persons who are called to minimise the suffering of injured or sick soldiers. To freely exchange expert medical knowledge, increase co-operation in the field of medical services and the co-ordination of multinational aid in disaster areas are integral parts of the statutory responsibilities. The basic concept has always been the humanitarian idea. Every two years an international congress is organised which concentrates on two points of emphasis: On the one hand the exchange of latest scientific findings and experiences and on the other hand the General Assembly of the ICMM itself which will last for several days. Over recent years, the XXX International Congress on Military Medicine is remembered in particular which took place in Augsburg/Germany in 1994 under the direction of OTA Dr. MeiBner. On this occasion, new standards were set with regard to the number of participants taking part, countries being represented and the general quality of the congress organisation. In 1996, the subsequent congress was organised under the patronage of the Chinese People's Liberation Army in Beijing, which could further enhance the acceptance of the International Committee of Military Medicine. The Head of the medical services of the People's Liberation Army, Mj. Gen. Lu Zhengqi, was appointed President and the Surgeon General of the medical services at that time of the German Army, GOSA Dr. Desch, was appointed Honorary President. In addition, Vienna was designated as the location for the congress of 1998.
