An efficient wavelet-packet-based time-frequency technique is proposed in this paper. This technique has found applications in inverse synthetic aperture radar (ISAR). It combines the Wigner-Ville distribution (WVD) of each sub-band signal partitioned from an input signal by the wavelet-packet transform (WTP).
