USACE has been working with hydrological data gathered over the past 40 years to transition to risk-informed decision making. The latest incarnation of this effort is building stochastic event flood modelling into the USACE suite of software tools, and using those tools to support decision making. The organization has identified several significant risks from overtopping, some becoming apparent after updating the hydrological information. USACE has been developing strategies to design spillways and outlets robustly to accommodate potential changes to the assumed hydrological conditions. This paper discusses the overall strategies that have evolved to address risks from overtopping.
